November Fuel Price 2026: SA Diesel Could Rise R2.91

Johannesburg, 9 October 2026 — Early data for the November fuel price 2026 adjustment points to another large increase. Early Central Energy Fund figures, reported this week, pointed to a rise of R2.91 a litre for 50ppm diesel and R2.56 for 500ppm. Petrol looked worse, with 95 up R4.58 and 93 up R4.29. If those numbers held, 50ppm would reach R36.20 a litre inland from Wednesday, 4 November.

However, the figures cover only the first days of a pricing window that runs to the end of October. The latest daily reading, for 7 October, came in far lower. On that day, diesel was almost exactly at break-even, while petrol showed an under-recovery of about R1.30. The fund itself says the daily data is unaudited and indicative only.

Meanwhile, pressure for relief is growing. The ANC, Cosatu and the EFF have all asked government to cut the general fuel levy, and Investec’s chief economist has backed the call. So far, Treasury has not announced a decision.

What The Early November Fuel Price 2026 Data Shows

By 7 October, the running averages for the new window stood at R2.18 a litre for 50ppm and R1.92 for 500ppm. Petrol 95 averaged R3.77 and petrol 93 R3.54, while illuminating paraffin was at R4.25. The rand traded at about R16.62 to the dollar on 7 October, which is weaker than the R16.21 average behind the October prices. Brent crude, meanwhile, sat at about $102 a barrel. According to Investec’s Annabel Bishop, international prices account for more than R4 of the early petrol figure, and the weaker rand adds about 50 cents.

Calls For Levy Relief Grow

The ANC’s study group on mineral and petroleum resources has asked National Treasury for a temporary cut to both the general fuel levy and the Road Accident Fund levy. Cosatu wants relief for October and November. In addition, it wants Parliament to pass the R10 billion Second Special Appropriation Bill, which would add money to the Central Energy Fund’s Equalisation Fund. The EFF has also called for a lower levy and a review of the pricing formula. “A cut in the general fuel price levy is warranted again,” Bishop said.

Government has so far been cautious. In September, Finance Minister Enoch Godongwana said that any further relief would have to be funded elsewhere in the budget. A November increase would be the third large diesel rise in a row. 50ppm has already gained R6.38 a litre since the end of August, as the Desk reported with the official October fuel prices. If the early projection held, the three-month rise would reach R9.29, which is about 35% on the August price. Moreover, the Reserve Bank meets again in November, and markets already expect another rate increase. So a fleet that finances its trucks could face dearer diesel and dearer debt in the same month.

The Desk Calculation: Reading The First Week Properly

Here is the method, with the assumptions shown. First, the published averages fit a simple pattern. Three trading days at the early projection, followed by the 7 October reading, match the averages reported on 8 October to the cent. For 50ppm, for example, three days at R2.91 and one day at minus 2 cents average R2.18. Therefore, the headline increase rests largely on the first three trading days of the window.

Second, the window. It runs to about 29 October, which is roughly 20 trading days. If every remaining day matched the 7 October reading, 50ppm would rise by only about 42 cents and 500ppm by about 39 cents. Petrol 95 would rise by about R1.83 rather than R4.58. Third, the cost. A truck that burns 4,000 litres a month would pay R11,640 more on the early projection, but only about R1,680 more on the low case. Finally, the levy. A repeat of April’s R3 cut would save that truck R12,000 a month, which is more than even the top case.

The range is wide, so planning on a single headline number is risky. Instead, an operator can budget for the range and then tighten it as the month goes on. The second half of October will decide most of the outcome, because the window still has about three weeks to run. In the meantime, consumption is the part a fleet controls.
